Ultimately the approval numbers for democrats only matter in states that do not hide the counting of votes and allow recounts

I would say that ultimately they don't matter at all because both parties represent the interests of capital and provide a superficial illusion of choice for the hoi polloi.

It has a very small effect in a handful of states with some local policy changes. I think it has no effect federally
