Springer Spaniel for scale.
It seems to be a ball with a cone hung over it perhaps for weather protection.
Likely an insect trap of some sort. They use all sorts of different types for collection based on the insect they are trying to trap/study.
That is a very springy looking spaniel.
He’s only a year old so he is very giddy.
