But also, if the rule just doesn’t stick in your head, then:

just always use “who”

People are much more forgiving of using “who” for “whom” than the other way around.

It's an indication that the distinction is quickly dying. If native speakers struggle with it, soon enough there may only be 'who'.

The English language is not rules based though, if it sounds wrong it's wrong. Whom is no longer a real word.

it's still a real word, because "to who it may concern" sounds wrong while "to whom it may concern" is funny when written on the side of a bomb
