You can run Jellyfin locally to watch the media you have stored locally.
If by this you mean you want to only rely on your smartphone then the local storage you want is just that. Get a good SSD that you can connect to your phone and carry it around. Then share your phone's screen to a TV over WiFi or copy the file to your phone's internal storage and plug it with an USB to HDMI cable if that's an option for you. A good app on Android for file browsing is MiXplorer.
I usually only think about running stuff like Jellyfin when I'm already using my PC, so turning it on or off is never an issue and I'll never need an external server for this purpose.
I was talking about my PC, but I do not want to always search the film in my Hard drive (and I really liked the interface from jellyfin, so I wanted something similar)
I've been using Kodi quite happily. You can even add Jellyfin as a media source if you set up an instance in the future.
I second Kodi. I've used it on my SHIELD for quite a while because I have no Server either. The setup is a bit fiddly, but once it's up and running, it's robust.
I would recommend adding the KODInerds repository early on, there's a lot of good stuff in that.
Third Kodi fan here. Definitely the most bang for your buck.
(But if you just want tv and movies then Jellyfin is probably easier to setup.)
On which device?
Kind of a cheap answer but if we're talking Linux/Windows and you intend to host Jellyfin in the future anyway, you could just spin it up on your machine. That way you can already familiarise with it.
Otherwise, I'd recommend to just maintain a sane file structure (which you'd later need for Jellyfin anyway, and probably for sanity also) and then watch/hear it with VLC. I believe VLC even supports some form of library management, but I have not used it, yet. It definetly supports queues.
