It's not necessarily a bad thing if the people are being put in a better location, like a shelter.

Apparently the decision was made following deaths in these camps.

He has a social organization handling it. Not cops. And their aim is to get people in shelters.

Thing is, this fash sweep has been done before. It isn't about saving lives, but gentrifying the vulnerable, the oppressed, the evicted.

He isn't doing fash (fast?) sweeps. There is actually plans and processes. It's to keep people from dying of the cold.
