It’s the opposite, it’s difference between Black American Lives Matter and Black Lives Matter.

Worst part is, immigration control is even more recent than borders. So even the nonintuitive and non-anarchist "This is my space, keep your team colors in YOUR space!" concept of borders operated for a long time without fucking lunatics thinking that people deserved to die for crossing over the invisible line.
