A lot of this language revolves around a theory of social power that doesn't exist in either case.

You can talk about "restorative" versus "transformative" in the abstract. But in both cases, you need authoritative control before the decision is feasible. You can't have either form of justice with a boot on your necks. If removing the boot isn't a priority, the distinction is purely academic.

This post looks like its from a calgary-based group that advocates for oppressed folks. Maybe being in Canada gives them enough leeway to feel like they can talk about these kinds of issues in their community. But as far as folks in Canada go, I think these folks are pretty much at the bottom of the heap in terms of being over-policed, surveilled, etc.
