If you've ever had a cat stand with their butt too close to your face, and blown some air in their direction, you've probably seen them react by tucking their tail, sitting down, or moving away from the cool breeze, so I'd say the answer is probably yes, though I can't guarantee it, since I've never been a cat, at least as far as I know.

Edit: just realized you said where the sun doth shine, rather than where the sun don't shine, which changes the question and thus my answer may not apply.

Mine didn't seem to mind getting 40 knots of wind blasted up her butt so idk...

Nah they certainly don't, they feel nothing there.

You can test this by licking your finger and then touching it yourself. There will be no reaction
