This is really quite easy to answer : Have they lived in Germany during Nazi regency? Have they fought against the Nazis in any capacity? If it is a "yes" and a "no", congrats, you have Nazi relatives. It is a moot point however since Germany clearly Has not not learned its lessons anyhow.
(Ofc they might have been Nazis even if they left the country)
