My guess would be the assumption that he has friends in the vape industry? No proof of that, that's the only way is can see this being monitarily motivated.

Is he in favour of or against the smoking ban? I can't keep up with who is most regressive and stupid in the government any more

He's the one who suggested it, so I'd assume he's in favour, although I suppose you never can tell with this government.
