God, I hate this trend of larger and larger confidential funds. It's so blatantly corrupt. What the fuck is the Department of Education supposed to do with that.
If you need anymore reasons to hate Duterte, this is it.

They need all the confedential funds to fund supervisor trips.
Big yikes. My biggest worry is that CIF is harder to audit by the COA. RIP transparency.
