The fact that the 407 east of Brock road is not free means that this promise is already broken. Ontarians own the part from Brock road to highway 35/115.

Toronto should toll the Gardiner and 401, or implement congestion charges before the province makes that near-impossible.

That's just silly. Anything one Parliament can legislate another Parliament can unlegislate. A bill with no effects
