Could be true for governmental work and computers but the masses aren't moving to linux, it's still under 1% in China.

If I was living in China, I would switch to Linux right away. Learn the ways of networking so I could try and protect myself.

I would add that that's true for every place and not just China. Being self reliant for such fundamental technology is very liberating
