If people want your game why would you stop selling it, people are still going to want it and you just won't get any money

For games like this it's almost always licenses for cars or music. They probably weigh the cost off renewal vs likely future sales.

The reason is because they license the rights to the cars and music only for a certain period of time, not indefinitely. So it was always on this clock.
