FF's sync can be used to get the bookmarks onto a pc and then it can be exported. I've tried that and I do know that it works.

is there any other way to get it on Android Firefox(the stable/regular one, not beta or nightly, and on a non-rooted device). Is there any option to extract the bookmarks using usb debugging or so?

Not on a non-rooted device. You can follow the enhancement request at bug 1806482.
