He threatens the grass within 10km of those structures with the strike.

Those weapons are incredibly innacurate, they are only good for delivering nuclear weapons. He will miss whatever he tries to hit and just burn down a field.

Russian military officials are currently selecting targets across Ukraine – including military facilities, industrial sites, and command centers in Kyiv.

That is escalation avoidance compared to nuclear strike on US bases in UK, or air carrier fleet off Israel. I doubt it ends the war, though 50/50 if Zelensky taken out if new ruler must be US puppet or Ukrainian survivalist.

Peace involves direct negotiations with Ukraine, and not US/NATO. China can help Ukraine decide too. In that sense, destroying Ukraine harder might be more effective than deterring NATO. Zelensky bribes are fairly cheap influence though.
