Neighbourhood watch vigilantes in paramilitary gear on the sidewalk making a citizens arrest of a balaclava clad man. There is a tiny community street library next to them.

Yes, the cartoon, but not my title which implies an equivalence with torrenting but that was disingenuous of me because people usually share what they just downloaded (rather than some obsolete crap).
