This is a good post, and something of interest to me. I used to be a game developer, and the latter part of my career was working in state-run lottery. Used to make online games for Singapore, Sweden, US markets, etc.
These kinds of messaging have always been a thin veneer to "plausibility" limit liability and nothing else.
