Just to put some, apparently unconsidered, idea on the table... I'm quite happy with my zfs raid array of 6 hdd, a "workstation" type of motherboard, and loads of ram (2x64). I didn't use the latest hardware trends, DDR 4 actually with 8-cores Xeon CPU. And added a GPU so gaming is covered. Prices where at your range. Here I hope to hoard loads of multimedia (holidays videos, etc.)
As to how, I'd probably use zfs send | receive, any built-in functionality on a CoW filesystem, rsnapshot, rclone or just syncthing. As to when, I'd probably hack something with systemd triggers (e.g. on network connection, send all remaining incremental snapshots). But this would only be needed in some cases (e.g. not using syncthing ;p)

FOSS thrives in options, and that's just great. There's a compromise between security (i.e. anonymity) and convenience (i.e. speed). This tool focus on the security side. Meanwhile, seedboxes strike a good balance to both. That's the current scenario, there are many ways to share. That diversity provides resilience to the communities ;)

I disagree with what you're implying. FYI, I'm a migrant in Germany, follow dach@feddit.de to practice the language and it's my understanding that most of the posts there are inclined towards progressive or leftist ideals. Also, I chose migrating here instead of the US because it felt like it has less fascists. Of course, that's just my humble world view.
Also, consider resources - costs ratio. Self host (+routing through vps) allows you tu have lots of power with low costs.
The syncthing server only gives metadata (no files, only IPs) between the devices, so they can connect to each other. And it's self-hostable.
