I was under the impression that getting GTA IV to not run like shit is impossible
In case it's helpful to someone, RDR2 wanted to access the save files in My Documents that OneDrive needed to be running to sync properly.
Got no idea on GTA IV though, dxvk and FusionFix have failed to help me so far.
Sounds like you should uninstall OneDrive then
