A hungry person stealing needed food is never immoral. A hungry person stealing from companies involved in making their life desperate enough to need to steal is highly moral.

Defending the wealthy against hungry people is immoral.

If someone is actually hungry or needing to feed children, there are substantially better options to steal, not to mention the social support options the police should be talking about. The random assortment of crap here looks more like a klepto's haul than something taken out of necessity.
