i didn't see in the article that he accepted more than the cost of the meal.
He got a burger as well. It's seemingly minor, but we have a saying that "many small streams make a large river". The cop probably meant well, but it's unacceptable behavior unfortunately.
That's still payment for doing a favor.

Yes, it's compensation for doing a favor. Payment doesn't have to be cash.
What compensation? He said that he only gave him enough money to pay for the food. If I give you $10 and say go buy me $10 of something there's no compensation.
He ate some fries on the way this is unacceptable
They gave him enough that he could buy food for himself.
