Is he going to claim that he is immune from such rulings as the president of the United States?

No, he's just not going to comply. If he blatantly disregards the law in the US and gets away with it, why wouldn't he try it everywhere else? Even if there will be real consequences in Germany, that will take time to work through the legal system, and the election he's trying to steal is just weeks away.

I guess the system could just close twitter in the country until elections end as an emergency procedure alleging election manipulation. After the elections ended, we can argue whatever he wants.

Yeah i think if he just flat out refuses the order, the legal proceedings wont take very long. There is nothing to discuss so it can just be blocked immediately.
