Why are top level domains so restricted? (lemmy.ml)

I thought it would be cool to have my own TLD, but apparently it's all managed by the ICANN, so you can't just name your website with any TLD you want. There are different prices. But at least you can customize your second level domain. Why aren't TLDs like this?

You "technically" can, but they're extremely expensive. ICANN let's you register your own tld for the low price of $185,000, a fixed fee of $6,250 per calendar quarter, and a transaction fee of $0.25 per domain registration after 50,000/quarter.
