This is clearly a way for Epic Games to promote their new alternative to Google Play and Apple's App Store, but hey, free games. Seems they need network access to do a licence check, but once that's done they appear to work offline.

Yeah, you do have to install the Epic App Store on your phone to claim them. But once you have that you can claim them, without downloading, if you tap install and then immediately cancel the install. That'll register them to your account, without having them download now.
