Two things stuck out to me when I read this.
First, the proposal splits the parcel and the letter portions of USPS. The letter portion stays with the government.
Second, the proposal sells all USPS property.
The parcel portion of USPS is what allows them to "make" as much money as the do and the letter portion will still need at least most of the facilities to continue as well.
Following this will increase package shipping costs (the proposal acknowledges that) and will put an end to the letter portion of the service because they will be left without the revenue or facilities to contine.
It is always a land grab con. Always. Wells Fargo is at least consistent.
