Thing about these pipelines is that they're very expensive to maintain and manage. When the price of fuel drops under $60/bbl, the owners of these projects simply do not give a fuck about leaks. Balkan crude only breaks even at $85/bbl anyway, so any residual leaking out of the pipes is just your neighbors get to pay for all the "prosperity" the pipe brings in.
