Not if they don't want to stand out like a soar thumb. While it maybe true that if E2EE is outlawed only outlaws will use it that and national agencies, use of it will be criminalized.
TBH, it's kind of fighting yesterday's wars. To play devil's advocate I think they should be working to outlaw quantum resistant encryption instead.
This could be an exceptional way to ban all crypto assets.
