So it’s an electrolysis device. Is there anything particularly special or novel about Honda’s system?

It's actually using a solid oxide electrolysis cell designed for microgravity that can generate H2 at much higher efficiency than conventional systems, plus it integrates with their new solar array tech thats supposedly 30% more efficent than current ISS panels.
