Not from attempted murder they don't.
If they're installed correctly... It can be exceptionally difficult to get around them.
They're rarely installed correctly.
If someone was attempting to murder a person, bollards are not going to prevent them. They can just wait thirty seconds until the person leaves the protected walkway!
