Pay by mile driven each year during registration, based on an average estimate during year 1.
Next year, deduct fee if you didn't drive as much, or add if you actually drove more.
Weighted multiplier based on price of car (like they do for title registration).
Do away with fuel taxes. Fair is fair.

Or you could just tack on a lump EV-only tax to discourage electric adoption.
