The regulation is part of a broader AML framework that includes bank and payment accounts, passbooks and safe-deposit boxes, “crypto-asset accounts allowing anonymisation of transactions,” and “accounts using anonymity-enhancing coins.”

Anyone who needs XMR should use these options:

  • Buy Monero XMR with the RetoSwap.com program directly from other people via the Tor network.
  • Convert Bitcoin to XMR on UnstoppableSwap.net.
  • Safely swap cryptocurrencies on BasicSwapDEX.com without central points of failure.

Haveno converts BTC and other CC just fine.

I haven't used Basic Swap, but I've used others and love them. Only caveat is that it's hard to buy small amounts on Reto.
