My understanding is you're not allowed to make a full loop unless it's unsafe to proceed.
Edit: sorry seems I was ambiguous. Meant going fully around and continue around.
Making a full loop is called a U-Turn and they are absolutely permitted.
That's a half loop
If you enter at 6 o'clock and exit again at 6 o'clock, you have travelled 360° which is a full loop.
