It is, but you have to do something really abstract, like this meme, to not be able to come up with some excuse that nobody cares to verify.
I wonder if it came about in the times when fuel was very expensive. A German physio I used to go to, told me when he was a kid they would have car free Sunday. Everyone walked or biked and the roads were full of pedestrians, it certainly would have cut 1/7th of the fuel usage.
