No, that's just a normal speed limit sign. Traffic laws will generally say you should keep to that speed and at least here in sweden any road with like 120km/h speed limit is going to be a motorway which means you aren't allowed to drive slow vehicles on it, but a round blue speed limit sign only inherently means "you may not drive faster than this".

It's always up to the driver to keep a safe speed, if there's thick fog or something that makes it unsafe to drive faster than 10km/h then that's the speed you must go.
