Yup! But this guy is a pro-highway/anti-public-transport urban expansionist.

With the bad planning (read here populist tax cuts), he currently has water/sewers issues such that most of the city cannot be densified, amplifying the local housing crisis.

This small city has worse traffic condition than the province capital on the other side of the river!

You're mistaken this is about Quebec, not Levis. Marchand does want more public transit, is advocating for a tram, and against the new bridge.
