Caesar literally says he based the Legion on ancient Rome because it's as far away as possible from the NCR society, which he grew up in and despised.
His is not a progressive critique, but the Legion being a parody of the NCR is intentional.
Yes, it is something very explicit in the text, but I don't see many people not bringing this argument
