Does living in a rural area make it harder to be hacked/doxxed than living in an urban area? (sh.itjust.works)

People on the internet always compare not using a VPN to not wearing protection when dating. But when I use Google, it always mistakes me as being in the next town over, and I'm told this is due to living in a rural area. Is this not the same thing as being protected?
