The red markers on the cover art represent registered sex offenders. In the original cover art, the markers were placed over Drake's mansion; here, they're placed over the White House.
The Kendrick Lamar vs Drake rap feud was very prominent in people's minds last year, with "Not Like Us" being the zenith of the feud's prominence in pop culture. The official music video for "Not Like Us" has ~373 mln views on YouTube at present, and, naturally, this means that the song and the feud in general were widely utilized by people with no connection to the culture trying to peddle random BS, or fruitlessly trying to fill the void at the core of whiteness by performing [insert reference to that one part of Sorry to Bother You here].
