I think it's fair to say lots of anime artists - and Japanese culture overall - favours neotenous features, which definitely can border 'loli' content. Does it make you a literal pedo? No, I guess not. Is it kind of weird? I would say yes.
In this case, the grok waifu is clearly modeled after an adult woman so it is clearly not a child. Although you can make the argument that its AI is too stupid to be considered an adult based on the video footage floating around. Fuck you elon.
