This seems to be the case in the USA. The bus depot a few towns over had the food bank set up weekly for evening departure, but I've not kept up with whether they're still doing it or as often.
We seem to have to repeat this lesson every 80 years or so. When we've learned it well enough so we stay vigilant, even the fifth generation, maybe we'll crush the head of the snake, rather than beat it back.
