Yes, and Russia is quite infamous for this. There are "anti-pedophile" (read: anti-gay) groups, that torture gay men until they admit they raped kids, on camera.
And not just this, Russia also sells these torture videos (and snuff, etc) online to get blackmail on people who watch them

Why? Why should kinks be policed? I agree nonconsensual content shouldn't be posted online. But why is the person with a kink deserving of punishment for looking for that kink? A lot of times there is no way to know what content is consensual or not anyway - that's why I recommend supporting individual content creators for porn.

Part of what keeps people in gangs are the crimes they commit together as witnesses and insurance against each other.
Like I get that these are not okay things, but 1) viewing pre-recorded content privately isn't really harming anyone new as an isolated viewer 2) hosting and making the content is the biggest issue by far 3) we can't destroy our own society with sexual blackmail, this shit is losing proportionality 4) actual physical abusers get less severe sentences than what some of these blackmailed people have to do.
How do you think people get kinks? Do you think kinks can be changed? Do you think there is any kind of reliable science on how kinks are formed and how people can resist engaging in them?

Again, you're losing sight of proportionality. The punishment should fit the crime. Someone viewing illicit content should not be treated at the same level as someone making and hosting that content. Especially since it is a national security risk to do so and largely abusers and most of these people actually making and hosting the content walk freely anyway....!
