Oh, yeah, you won't see municipalities cleaning up your neighborhood unless the mayor is going to be doing a walkthrough or some other superficial BS.

Given the speed it was covered. I'd not be surprised if it was a court employee. (Janitor etc). Who has a ongoing job of covering graffiti. likely due to rules of political independence/lack of bias.
