hm... i am not sure if this can be config error, or some ~~censorship~~ child protection is happening here.

i am in eu, in a relatively liberal country where no one cares about a torrent (yet), but i am in the vodafone network, so the latter would be not out of the realm of possibility.

i have not found single dns that would resolve the domain (tried google dns, opendns, opennic.org, among others), so maybe it is just a config error.

Well, you have the IP just add it to your Hosts file. Seems to work for me after doing that.

It's a line from Jurassic Park where someone is trying to be secretive about who they are (like this person is trying not to say they are from Ireland), so the other character shouts to the rest of the restaurant their name ("Dodgson! We got Dodgson here! See, nobody cares.").
