Also you second paragraph is all over the place, literally my entire point is that cartoons ages are fake and that's why the important issue is their coding, not the age given to them by the author (which applies to both a minor coded character who is an adult and viceversa).
Also, hell no, 14-16-18 are all children, but there definitely are physical differences between them.
Okay dude, let's play this game. How can you tell an 18 year old boy from a 14 year old boy? I can show you a 6'5" bearded bodybuilder and a 5'4" scrawny nerd kid and ask you "which one is the 14 year old and which one is the 18 year old" how confident are you that you'd get it right

Outliers? That implies they're rare. Every class of 14 year old boys has at least one kid with a full beard, at least in my experience. There's a lot of lil bearded teens out there. I asked you a question, how can you tell an 18 year old boy from a 14 year old boy?
Also, are you suggesting that it is okay to sexualize the 14 year old bearded bodybuilder because he's an "outlier" and you wouldn't expect him to be 14, or are you going to dodge this question with a handwave and performative indignation too?
