That's generally how to maintain a healthy predator population, yes. Cull the ones that don't fear people and population-centers.

The alternative ends in domestication, or at least, bears that only know how to rifle through trash-cans, not so much hunt.

Or, you know, you could just go out and ignore all the "don't feed the wildlife"-signs, Mr(Mrs?). "I volunteer others as tribute".
