Is this a normal amount for Mayors or is NYC particularly unhinged on this?

Nah, it's pretty normal. The transition expenses for the mayor in my town were also around $5mil and we only have 5000 people!

Sadly it bankrupted us, so now the local police just volunteer to shake us down for cash and rob our grandmas. /s

(NYC is insane, everything is 100x extra there)
