Guerilla warfare it is then. Does the populace or military have plenty of small arms to go around? Anyone know? I feel like they don't hold up to the Vietcong or Taliban.
There are a lot of guns in central america. Some courtesy of the CIA.
I don't think Venezuela has their own guerilla groups, but there are a bunch that spill over from Colombia.
