I think the current estimate that Japan could create a viable nuclear device from scratch is at about a month. If Japan were to choose to be a nuclear nation, we likely wouldn't know until the first test.
Alexander the ok just made a pretty interesting video about South Africa’s nuclear program and made it frighteningly clear how easy it is to build a basic nuke.
