Which country is safest and most open-minded to immigrants? (discuss.online)

Hi, so I was thinking about moving to Germany or Russia, but I have a question: which one is more open-minded?

If I participate in the exchange program, I will inevitably be in Germany, but as for Germany or Russia (or maybe Latvia or Kyrgyzstan)...

Which of these four countries is the safest?

For Brazil I'd suggest Curitiba or Florianópolis as the safest and most likely welcoming. Other cities might be more welcoming but less safe, or more safe and less welcoming.
